Scottsdale issues its own permits through the City of Scottsdale Planning and Development Services. The department, fees, process, and inspection requirements differ from Phoenix and Mesa. Scottsdale also adds requirements most other Valley cities do not, including native plant permits and ESL compliance on northern lots. We handle the city coordination so your project stays on schedule.

Most likely, yes. Scottsdale’s Native Plant Ordinance applies city-wide and protects saguaros, ironwood, palo verde, mesquite, and other desert plants above set sizes. A Native Plant Permit and an approved plant program must be in place before clearing or grading begins, and the permit comes before your grading permit. We handle the inventory, the program, and coordination of approved salvage.

ESL is Scottsdale’s Environmentally Sensitive Lands overlay, covering roughly two-thirds of the city north and east of the CAP canal. Within it, a percentage of each lot must be permanently preserved as Natural Area Open Space, or NAOS, where no grading or construction is ever allowed. If your lot is in the overlay, these rules shape where and how much we can clear and grade. We confirm your landform and NAOS requirement during the assessment.

In North Scottsdale’s master-planned communities, demolition, clearing, and grading require written architectural review approval before any city permit work starts. Some reviews are quick, others are not. Desert Mountain runs a four-stage review that can add months, and DC Ranch and Silverleaf require a Certificate of Covenant Compliance first. We plan the approval sequence up front so you are not caught waiting.

South and central Scottsdale is older housing on flatter alluvial soil, a teardown-rebuild market where demolition and standard pad grading dominate. North Scottsdale is custom builds on raw desert lots over decomposed granite, boulders, and slopes, where land clearing and benched, engineered pads are the work, under heavier permitting. We work both, with the right equipment and approach for each.

For a standard single-family home of four units or fewer, the formal federal asbestos notification that applies to larger and commercial structures generally is not required. An asbestos survey is still strongly recommended for any pre-1980 home and is often required by disposal facilities, so we coordinate a certified AHERA inspection and arrange licensed abatement if asbestos is found. It protects your crew, your neighbors, and you.
